Bước 1. Hiểu đúng câu hỏi (Task Analysis)

Đọc kỹ keywords và yêu cầu: discuss both views, to what extent, advantages / disadvantages, causes/solutions…

Xác định chủ đề cốt lõi (topic), các khía cạnh được hỏi (aspect), và nhiệm vụ viết (task).

 

Bước 2. Brainstorm có định hướng

Hãy tự hỏi

Relevance - “Ý tưởng này có đúng trọng tâm câu hỏi không?”

Balance - “Các mặt lập luận có được trình bày cân bằng không?”
Depth - “Mình đưa ra giải thích và minh họa đủ sâu chưa?”

 

Bước 3. Phát triển ý tưởng theo một cấu trúc nhất định - PEEL

Arguments For roads:

Arguments For public transport:

• Reduces congestion and air pollution.

• Improves accessibility for all citizens.

• Encourages sustainable urban growth.

 

Band 8.0 Sample Essay

Some people believe that governments should prioritize investment in roads and highways rather than public transport systems. However, I completely disagree with this view, as I believe funding public transportation brings greater long-term social, economic, and environmental benefits.

On the one hand, investing in public transport is a more sustainable and inclusive approach to urban development. Efficient systems such as subways, trams, and buses can transport large numbers of people at once, significantly reducing traffic congestion. For example, cities like Seoul and Singapore have achieved smoother traffic flow and cleaner air largely thanks to their well-developed mass transit networks. Therefore, road investment can serve as a foundation for national economic development, especially in areas where logistics efficiency directly influences competitiveness.

On the other hand, prioritizing road expansion often produces short-lived benefits. While wider highways may temporarily ease congestion, they tend to encourage more private car use—a phenomenon known as “induced demand.” This not only leads to renewed traffic jams but also worsens air pollution and dependence on fossil fuels.  For instance, the MRT system of Singapore has enabled millions of people to commute daily without relying on private cars, leading to cleaner air and less traffic. Hence, investment in public transport not only enhances environmental sustainability but also fosters social equity and long-term urban resilience. 

In conclusion, although improving roads can be useful in specific contexts, governments should focus their resources on enhancing public transport systems. Doing so not only promotes sustainability and equality but also offers a long-term solution to urban congestion and environmental degradation. (260 words)
