While some people believe individuals are mainly responsible for this problem, I believe both citizens and governments play important roles, although governments should bear greater responsibility because they control large-scale transport systems and environmental policies.
On the one hand, governments are in the strongest position to reduce transport-related pollution. They are responsible for developing public transport infrastructure, implementing strict environmental regulations, and improving urban planning in ways that reduce traffic congestion and fuel consumption. In addition, governments can introduce effective fuel policies that encourage the use of electric vehicles and cleaner energy sources. They also regulate industrial transportation systems, which are responsible for moving enormous quantities of goods across cities, countries, and continents. Through effective carbon reduction strategies, governments can significantly lower national emissions and promote sustainable development on a much larger scale than individual actions alone.
On the other hand, individuals also contribute significantly to this environmental issue. Frequent private vehicle usage, unnecessary travel, and excessive consumption all increase demand for transportation services. Modern consumer behavior, especially online shopping and fast delivery expectations, has created higher transport volumes than ever before. In addition, people's daily commuting choices and lifestyle preferences directly influence fuel consumption and pollution levels. For example, choosing to drive alone instead of carpooling can unnecessarily increase carbon emissions. Therefore, stronger environmental awareness among citizens remains essential.
Overall, although individuals should take responsibility for their daily transportation habits, I firmly believe governments should carry the primary responsibility because their policies and infrastructure decisions shape environmental outcomes on a national scale.
